Voting System

Senators are elected for a term of six years. 15 senators are appointed by the President of Kazakhstan, 34 are elected at a meeting of electors, deputies of local representative government bodies. The Senate is formed by the deputies representing 2 persons from each of the fourteen regions, Almaty, the city of republican significance, and Nur Sultan, the capital of the Republic of Kazakhstan. Half of the elected deputies of the Senate are re-elected every 3 years. 15 deputies of the Senate are appointed by the President of the Republic, taking into account the need to ensure representation in the Senate of ethnic cultural and other significant public interests.

Chairman of the Senate of the Republic of Kazakhstan​

Born in 1971 in Almaty.
1993: graduation from Al-Farabi Kazakh National University, graduation from Tufts University, Fletcher School of Law and Diplomacy (USA) in 2016. Candidate of Political Sciences. Master of International Relations.
After graduation from the university, he worked in the Ministry of Press and Mass Media in 1993–1994.
1994–1995: assistant deputy of the Supreme Soviet of the Republic of Kazakhstan.
June to November 1995: consultant of the Security Council of the Republic of Kazakhstan.
In the period from 1995 to 1999, he worked as a senior expert, head of sector, first deputy head of the Centre for Analysis and Strategic Research of the Administration of the President of the Republic of Kazakhstan.
1999–2000: head of the Analytical Centre of the Security Council of the Republic of Kazakhstan.
2000–2002: head of the Analytical Centre of the Security Council of the Republic of Kazakhstan and director of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan.
2002–2005: director of the Kazakhstan Institute for Strategic Studies under the President of the Republic of Kazakhstan.
2005–2006: deputy secretary of the Security Council of the Republic of Kazakhstan.
2006–2011: deputy Chief of Staff of the President of Republic of Kazakhstan.
2012–2018: deputy of the Majilis of the Parliament of the Republic of Kazakhstan of the 5th and 6th convocations, chairman of the Committee for International Affairs, Defence and Security.
2018–2019: first deputy chairman of the Nur Otan party.
July 2019 to December 2019: assistant to the President of the Republic of Kazakhstan.
December 2019 to May 2020: first deputy Chief of Staff of the President of the Republic of Kazakhstan.
On May 4, 2020, elected Chairman of the Senate of the Parliament of the Republic of Kazakhstan of the sixth convocation.
Awarded with the Order of Parasat (2015), Order of Kurmet (2007) and commemorative medals.

Voting System


Deputies of the Mazhilis of the Parliament of Kazakhstan are elected for a term of 5 years. 98 deputies are elected on the basis of universal, equal and direct suffrage in secret ballot on party lists. 9 deputies are elected by the Assembly of the People of Kazakhstan. A citizen of Kazakhstan who has reached the age of 25 and has lived on its territory for the past 10 years may become a deputy.
 

Yerlan KOSHANOV

Chairman of the Mazhilis of the Parliament of the Republic of Kazakhstan

Born in 1962 in the Karaganda region. In 1984 he graduated from the Karaganda Polytechnic Institute. In 1999 - Kazakh State Academy of Management.
After graduating from the institute, he worked as a mechanic, foreman of the processing plant of the Zhezkazgan Mining and Metallurgical Combine.
1988-1990 - instructor of the department of working and rural youth, head of the department of socio-economic problems of youth of the Zhezkazgan regional committee of the Komsomol of Kazakhstan.
1990-1995 - Leading Specialist, Head of Department, Deputy Chairman, Chairman of the Zhezkazgan Regional Committee for Foreign Economic Relations.
1995-1999 - Member of the Senate of the Parliament of the Republic of Kazakhstan.
1999-2001 - Representative of the Government in the Parliament of the Republic of Kazakhstan.
2001-2003 - Deputy Head of the Office of the Prime Minister of the Republic of Kazakhstan - Representative of the Government in the Parliament of the Republic of Kazakhstan.
2003-2006 – Vice Minister of Transport and Communications of the Republic of Kazakhstan.
2006-2007 - Chairman of the Civil Aviation Committee of the Ministry of Transport and Communications of the Republic of Kazakhstan.
