Legal Centre for Information and Analysis prepares proposals and recommendations on information, analytical and legal support for the development of the CSTO collective security system, as well as furthering harmonization of national legislation on defence, military development and security.
The Centre's tasks:
- organizing cooperation with the CSTO secretariats, the IPA CIS Council, parliamentary offices, CIS bodies, official partners of the CSTO PA and representatives of the expert community on issues of mutual interest;
- furthering the formation of the CSTO's legal framework aimed at supporting the Organization's planned transformation into a multifunctional security structure;
- facilitating the harmonization of the national legislation of the Organization's Member States in accordance with international treaties, including those concluded within the framework of the CSTO, legal standards, and non-binding norms adopted by the CSTO Parliamentary Assembly (model legislative acts, recommendations and other legal acts);
- identifying priorities and promising areas in the development and/or amendment of model legislative acts, recommendations, and other legal acts submitted for adoption by the CSTO PA;
- reviewing draft model acts, recommendations, and other legal acts submitted for adoption by the CSTO PA.
Key results of the Centre's activities:
- preparing drafts and implementation of approved CSTO PA Action Plans on Approximation and Harmonization of National Legislation of the CSTO Member States;
- developing draft legal acts regulating the activities of the CSTO PA;
- participating in research on the development of the vast majority of model legislative acts, recommendations, and other legal acts on countering terrorism, extremism and organized transnational crime, and other issues related to the functioning of the collective security system, adopted by the CSTO PA.
