Vyacheslav Volodin, Chairman of the CSTO PA, was elected on November 24, 2016, November 5, 2019 and November 29, 2021.​

Chairman of the State Duma of the Federal Assembly of the Russian Federation of the 7th convocation.
Born February 4, 1964 in Alekseevka workers’ settlement of Khvalynsky district of Saratov oblast’.
1986: graduated from the Kalinin Institute of Agricultural Mechanization in Saratov, Department of Organization and Technology of Machine Repair, majoring in mechanical engineering. At the end of the 1980s he was a postgraduate student, assistant, senior lecturer and assistant professor at the Institute. 1990: deputy of Saratov City Council. 1992: chief administrator, deputy Head of the Saratov administration. 1993: joined the Volga Region Personnel Centre (since 1995, Volga Region Academy of Public Administration).
1994: member of the Saratov Oblast’ Duma, deputy Chairman of the Saratov Oblast’ Duma. Since April 1996: Vice-Governor, First Deputy Chairman of the Government of Saratov Oblast’. February 1999: moved to Moscow, co-founded companies under the Solnechnye Produkty holding
December 1999: Deputy of the State Duma of the third convocation from the electoral block Fatherland – All Russia.
September 2001: Headed the “Fatherland – All Russia” faction. December 2003: deputy of the State Duma of the fourth convocation in Balakovo single-seat constituency. December 2007: deputy of the State Duma of the fifth convocation from the UNITED RUSSIA political party. 2003–2010: deputy Chairman of the State Duma, first deputy Head of the UNITED RUSSIA faction. 2005–2010: Secretary of the Presidium of the UNITED RUSSIA General Council. October 2010: deputy Prime Minister and Head of Executive Office of the Government of the Russian Federation.
Since 27 December, 2011: first deputy Head of the Presidential Administration of the Russian Federation. September 2016: deputy of the State Duma of the Seventh Convocation from the UNITED RUSSIA party. 5 October 2016: Chairman of the State Duma of the Federal Assembly of the Russian Federation. 24 November 2016: Chairman of the Parliamentary Assembly of the Collective Security Treaty Organization.
26 December 2016: Chairman of the Parliamentary Assembly of the Union of Belarus and Russia.
