Deputies of the Supreme Council are elected for 5 years in a constituency by a proportional system. Any citizen who has reached the age of 21 before or at the day of the election and has the right to vote may be elected deputy of the Supreme Council.

He was born on May 13, 1977 in the village of Kara-Zhygach of the Aksy district of the Jalal-Abad region.

Has a higher education. Graduated from the Kyrgyz Agrarian Academy named after K.I. Scriabin, Faculty of Economics and Agribusiness.

He began his career in the newspaper "Obon" as deputy editor-in-chief, and then as an editor.

1997-1999 - Editor-in-chief of the newspaper "Uchkun";

1999-2004 – First Deputy Editor-in-Chief of the newspaper "Erkin-Too";

2004 – Press Secretary of the Ministry of Transport and Communications of the Kyrgyz Republic;

2005-2006 - Editor-in-chief of the newspaper "Erkin-Too";

2006-2009 - Press Secretary of the President of the Kyrgyz Republic;

2009-2010 - General Director of the Public Broadcasting Company "ElTR";

2010-2011 - Minister of Culture and Information of the Kyrgyz Republic;

2012-2014 - Advisor to the leader of the Ata-Zhurt parliamentary faction;

2017-2021 - Founder, CEO of the Channel 2 TV channel (New TV).

In 2021 , he was elected deputy of the Jogorku Kenesh of the Kyrgyz Republic
