Delegation of the Federal Assembly of the Russian Federation to the CSTO PA is represented by 10 deputies of the State Duma of the Russian Federation and 12 senators of the Russian Federation.

Anatoly Vyborny, member of the State Duma Committee on Security and Corruption Control, is the Chairman of the Standing Commission of the CSTO PA on Defence and Security and the Expert Advisory Board of the CSTO PA.

Structure

The Federation Council comprises two representatives from each constituent entity of the Russian Federation: one from legislative (representative) and one from executive government body; President of the Russian Federation who ceased to exercise power due to the expiration of term of office or sooner in the event of resignation; no more than 30 representatives of the Russian Federation appointed by the President of the Russian Federation.

Born in April 1949.

Graduated from the Leningrad Institute of Chemistry and Pharmaceutics in 1972.

1984–1986 served as First Secretary of the Krasnogvardeisky District CPSU Committee in the city of Leningrad.

In 1985 graduated from the Academy of Social Sciences of the CPSU Central Committee.

1986–1989 served as Deputy Chairwoman of the Executive Committee of the Leningrad City Council.

In 1989 elected People’s Deputy of the USSR. As one of the youngest female deputies, headed the USSR Supreme Soviet Committee on Women and Family Affairs, Maternity and Childhood.

In 1991 completed senior diplomatic staff course at the Diplomatic Academy of the Ministry of Foreign Affairs of the USSR. In the same year Valentina Matviyenko joined the diplomatic corps, where she served until 1998. Holds the diplomatic rank of Ambassador Extraordinary and Plenipotentiary.

In 1991–1994 served as Ambassador Extraordinary and Plenipotentiary of the USSR and the Russian Federation to the Republic of Malta.

1995–1997 served as Director of the Foreign Ministry Department for Relations with the Constituent Entities of the Federation, the Parliament, Public and Political Associations, and member of the Foreign Ministry Collegium.

1997–1998 served as Ambassador Extraordinary and Plenipotentiary of Russia to Greece.

1998–2003 served as Deputy Prime Minister of the Russian Federation.

In 2003 appointed Presidential Plenipotentiary Representative to the Northwestern Federal District, and in the same year elected Governor of St Petersburg.

On August 31, 2011, has become a member of the the Federation Council of the Federal Assembly of the Russian Federation, appointed as representative of the executive authority of the city of St Petersburg. On 21 September, 2011, unanimously elected Speaker of the Federation Council and re-elected to this office in 2014, 2019 and 2024. In November 2011, elected Chairwoman of the Council of the Inter-Parliamentary Assembly of the Member Nations of the Commonwealth of Independent States (IPA CIS).

Voting System
Deputies of the State Duma are elected by citizens of the Russian Federation for a term of 5 years on the basis of universal, equal and direct suffrage by secret ballot. Any citizen of the Russian Federation who has reached the age of 21 and has the right to vote may be elected to the State Duma.

Born February 4, 1964 in Alekseevka workers’ settlement of Khvalynsky district of Saratov oblast’.
1986: graduated from the Kalinin Institute of Agricultural Mechanization in Saratov, Department of Organization and Technology of Machine Repair, majoring in mechanical engineering. At the end of the 1980s he was a postgraduate student, assistant, senior lecturer and assistant professor at the Institute. 1990: deputy of Saratov City Council. 1992: chief administrator, deputy Head of the Saratov administration. 1993: joined the Volga Region Personnel Centre (since 1995, Volga Region Academy of Public Administration).
1994: member of the Saratov Oblast’ Duma, deputy Chairman of the Saratov Oblast’ Duma. Since April 1996: Vice-Governor, First Deputy Chairman of the Government of Saratov Oblast’. February 1999: moved to Moscow, co-founded companies under the Solnechnye Produkty holding
December 1999: Deputy of the State Duma of the third convocation from the electoral block Fatherland – All Russia.
September 2001: Headed the “Fatherland – All Russia” faction. December 2003: deputy of the State Duma of the fourth convocation in Balakovo single-seat constituency. December 2007: deputy of the State Duma of the fifth convocation from the UNITED RUSSIA political party. 2003–2010: deputy Chairman of the State Duma, first deputy Head of the UNITED RUSSIA faction. 2005–2010: Secretary of the Presidium of the UNITED RUSSIA General Council. October 2010: deputy Prime Minister and Head of Executive Office of the Government of the Russian Federation.
Since 27 December, 2011: first deputy Head of the Presidential Administration of the Russian Federation. September 2016: deputy of the State Duma of the Seventh Convocation from the UNITED RUSSIA party.
