Voting System

56 members of the Council of the Republic are elected by local Councils. 8 members of the Council of the Republic are appointed by the President of the Republic of Belarus. A citizen of the Republic of Belarus who has reached the age of 30 and has lived in the relevant region or the city of Minsk for at least 5 years may become a member of the Council of the Republic.

Natalya Kochanova

Chairwoman of the Council of the Republic of the National Assembly of the Republic of Belarus

Born in 1960 in Polotsk, Vitebsk oblast’.
1982: graduated from the Faculty of Industrial and Civil Engineering of Novopolotsk Polytechnic Institute.
2006: graduated from the Academy of Public Administration under the President of the Republic of Belarus.
1982–1995: control panel operator, safety engineer, engineer of the Production Technology Department of the Polotsk enterprise Vodokanal.
1995–2002: engineer, acting head, chief engineer of the Production Technology Department of the Municipal Unitary Enterprise Polotsk Housing and Communal Services.
2002–2007: head of the Department of Housing and Communal Services, acting deputy Chairwoman for Capital Construction and Housing and Communal Services of the Polotsk City Executive Committee, deputy Chairwoman for Capital Construction and Housing and Communal Services of the Polotsk City Executive Committee.
2007–2014: Chairwoman of the Novopolotsk City Executive Committee. During her time in the office, reconstruction of the Novopolotsk Refinery and its technical re-equipment were started, and the Polimir refinery was joined with Naftan OJSC. Construction of two new city districts and their infrastructure was completed. Novopolotsk was the first city in the republic to receive the Child-Friendly City title and one of the first in the republic to have a youth parliament under the Novopolotsk City Council of Deputies. Honorary Citizen of the city of Novopolotsk (2014).
2014–2016: deputy Prime Minister of the Republic of Belarus. Responsible for social services in the Government of the Republic. Presidential Chief of Staff of the Republic of Belarus[1] (2016–2019).
December 6, 2019: elected Chairwoman of the Council of the Republic of the National Assembly of the Republic of Belarus.
Natalya Kochanova has two daughters and several grandchildren.

Voting System


Deputies are elected for 5 years by universal, free, equal, direct suffrage by secret ballot. A citizen of the Republic of Belarus who has reached the age of 21 may become a deputy of the House of Representatives.

Igor Sergeenko

Chairman of the House of Representatives of the National Assembly of the Republic of Belarus

Igor Sergeyenko was born on January 14, 1963, in the village of Stolitsa, Sharkovshchina District, Vitebsk region.
 
He got a higher education - he graduated from the History Department of the Belarusian State University, the Higher School of the USSR KGB and the Academy of Administration under the President of the Republic of Belarus. Mr. Sergeyenko is a Major-General of the reserve.
 
He served in the Soviet Army.
 
He started his career as the head of the educational and methodological office of the Department of History of the CPSU and Political Economy of the Vitebsk State Medical Institute.
 
He held operational and executive positions in the state security bodies.
 
Igor Sergeyenko worked as deputy Head of the KGB of the Vitebsk region; Head of the KGB in Grodno and Mogilev regions; first deputy Head of the KGB of Belarus; Head of the Office of the President of the Republic of Belarus.
 
He has been presented with state awards of the Republic of Belarus, including the Order “For Service to the Homeland”, III degree, medals “For Distinction in Military Service”, “For Impeccable Service”, I, II and III degrees.
 
He is married and has two daughters.
