Meeting of the Council of the Parliamentary Assembly of the Collective Security Treaty Organization was chaired by Vyacheslav VOLODIN, Chairman of the Parliamentary Assembly of the Collective Security Treaty Organization and Chairman of the State Duma of the Federal Assembly of the Russian Federation. Heads of parliaments (chambers of parliaments) of all six CSTO Member States and of an Observer State to the CSTO PA (Republic of Serbia), representatives of the Organization’s statutory bodies took part in the meeting.
Valery SEMERIKOV, Acting CSTO Secretary General, reported to the Council members on the outcome of the November (2018) session of the CSTO Collective Security Council, the situation in the CSTO area of responsibility and measures to counter challenges and threats to collective security.
Dastan JUMABEKOV, Chairman of the Supreme Council of the Kyrgyz Republic, informed the Council members about the progress of implementation of priorities of the Kyrgyz Republic’s presidency in the CSTO in 2019.
Aman MAMBETSEITOV, Chairman of the CSTO Permanent Council, Permanent and Plenipotentiary Representative of the Kyrgyz Republic to the CSTO and Counsellor of the Embassy of the Kyrgyz Republic in the Russian Federation, for the first time briefed the Council members on the work of the Permanent Council in improving the institutional framework of the Organization.
Veroljub ARSIĆ, Deputy Speaker of the National Assembly of the Republic of Serbia, made a presentation on the situation in the region adjacent to the CSTO area of responsibility.
The Council of the Parliamentary Assembly considered the interim results of the activities of the parliamentary delegations of the CSTO Member States at the regular winter session of the OSCE Parliamentary Assembly (February 21–22, 2019, Vienna). Isa OMURKULOV, head of the Kyrgyz Republic Supreme Council delegation to the OSCE PA, made a report on this matter to the members of the Council.
The Council defined common tasks for participation in the regular summer session of the OSCE PA (July 5-9, 2019, Luxembourg) of the parliamentary delegations of the OSCE PA Member States.
Anatoly VYBORNY, Chairman of the Standing Commission on Defence and Security of the Parliamentary Assembly of the Collective Security Treaty Organization and member of the State Duma Committee on Security and Corruption Control, reported to the Council members on additions and amendments to the 2016–2020 CSTO PA Action Plan on Approximation and Harmonization of National Legislation.
Special attention was paid to the readiness of the monitoring group of international observers from the CSTO Parliamentary Assembly for short-term monitoring of the snap elections of the President of the Republic of Kazakhstan (June 9, 2019). The Council approved the group of observers and appointed Sergei NEVEROV, deputy Chairman of the State Duma of the Federal Assembly of the Russian Federation, as its coordinator.
The Council of the CSTO Parliamentary Assembly specified the 2019 work plan, financing of the activities of the CSTO PA, date and place of the regular session of the Council and the twelfth plenary session of the CSTO PA.
Proposal of Vyacheslav VOLODIN, Chairman of the CSTO PA Council, Chairman of the State Duma of the Federal Assembly of the Russian Federation, on holding the regular session of the CSTO PA Council and the 12th plenary session of the CSTO Parliamentary Assembly in autumn this year in Yerevan, the capital of the Republic of Armenia, was unanimously supported by the heads of the parliamentary delegations.
Council of the CSTO Parliamentary Assembly approved the candidacy of Sergei POSPELOV, Head of the CSTO PA Secretariat, Chairman and deputy Chairman of the CSTO PA Standing Committee on Political Affairs and International Cooperation, for the post of Acting Executive Secretary of the Parliamentary Assembly of the Collective Security Treaty Organization.
