The Architecture of Trust: Parliamentary Diplomacy and Cultural Codes
The experience of the CIS Interparliamentary Assembly and the CSTO Parliamentary Assembly—within which the Plenipotentiary Representation of the Jogorku Kenesh of the Kyrgyz Republic, headed by Nurbek Satvaldiev, has been operating for many years—convincingly demonstrates that the national interests of a sovereign state are more reliably protected when they are harmoniously woven into the architecture of interstate cooperation. As the Plenipotentiary Representative has repeatedly emphasized in his speeches, the true strength of integration lies not in bureaucratic directives, but in the ability of institutions to serve as a reliable bridge between peoples.
Security Contours in the CSTO Format
In contemporary geopolitical realities, the stability of the Eurasian space is inextricably linked to the operational capacity of collective security institutions. The military-political mechanism of the Collective Security Treaty Organization (CSTO) forms a solid defense framework, but its practical effectiveness directly depends on the cohesion of the legal bases of the allied states.
The CSTO Parliamentary Assembly acts as a connecting link between the operational decisions of the Collective Security Council at the highest level and their legal ratification in national legislative bodies. Without the systematic harmonization of laws, it is impossible to promptly deploy peacekeeping contingents, unify lists of terrorist and extremist organizations, conduct large-scale exercises, or coordinate the activities of the military-industrial complexes of the allied states.
The Plenipotentiary Representative of the Jogorku Kenesh to the CSTO Parliamentary Assembly, Nurbek Satvaldiev, has taken a principled and proactive stance here, aimed at strengthening the legal personality of interparliamentary defense structures. During working meetings of plenipotentiary representatives of states and parliaments involving the leadership of the CSTO Secretariat, he has consistently advocated for a key initiative: to transition the activities of the CSTO Parliamentary Assembly to a permanent, legally enshrined basis.
Addressing his colleagues, Nurbek Satvaldiev noted: "The institutionalization of the CSTO PA on a permanent basis will eliminate the legal lag in the ratification of interstate agreements, strengthen parliamentary oversight over the implementation of defense decisions, and forge a unified shield against drug trafficking, transnational crime, and hybrid information attacks."
