Erlan Koshanov has been elected Chairman of the People’s Council of Kazakhstan
During the first session of the newly formed Halyk Kenes (People's Council) of Kazakhstan, the head of the body was elected. Following the voting, the post of Chairman was taken by Erlan Koshanov, who had previously headed the Mazhilis of the Parliament of the Republic of Kazakhstan.
The candidacy was put forward by the country's President, Kassym‑Jomart Tokayev. In his speech, the head of state particularly highlighted Erlan Koshanov's many years of managerial experience and his significant contribution to the practical implementation of large‑scale state reforms. The Halyk Kenes was established as the first supreme advisory institution in the history of Kazakhstan. In the context of inter‑parliamentary and law‑making cooperation, it is important to note that the new body has the right to legislative initiative. In addition, the structure of the Council will ensure direct representation of all ethnic groups living in the territory of the Republic. After his election, Erlan Koshanov addressed those present.
“We are becoming part of a new political institution, a representative of the interests of the entire multifaceted Kazakhstani society. That is why we all face a task of historical scale. We must imbue this institution with real content. The Halyk Keñes should become truly people’s and fully live up to its name. It should be a place of constant partnership between citizens and the state, where people’s opinions and initiatives can influence the country’s development,” Erlan Koshanov said.
The term of office for the Chairman of the Halyk Keñes is four years. No one can hold this position for more than two terms.
