Model Acts Can Serve as Basis for Introducing AI into Management and Response Systems
On October 28, Yanka Kupala State University of Grodno hosted the 38th International Scientific Conference on legal regulation of artificial intelligence and other advanced information technologies. Vyacheslav Kocharyan, Advisor to the Secretariat of the CSTO PA, spoke at the plenary session. Vyacheslav Kocharyan introduced the Assembly's work on legal regulation of AI and other advanced technologies and reviewed a number of legal and ethical aspects of the implementation of artificial intelligence.
At the start of his speech, Vyacheslav Kocharyan touched upon the significance of the victory of the fraternal peoples and allies in World War II and the Great Patriotic War, showing the conference participants video materials about the heroes of the CSTO Member States.
The representative of the CSTO PA emphasized that the provisions and norms of the CSTO's legal model acts can serve as a reliable basis for the development of effective computer models and the introduction of artificial intelligence, including its use in the Organization's management and crisis response systems.
As you may recall, in summer of 2024, the CSTO PA Council adopted the Statement on the Development of Artificial Intelligence Technologies. It reads the following, "We declare our intention to do everything in the power of the CSTO Member Sates to create a safe legal framework in the CSTO area of responsibility for the development of AI. We underline the relevance of developing recommendations for the CSTO Member States on creating mutually beneficial principles for developing national legislation in the field of big data creation and use, as well as artificial intelligence and robotics, to ensure national security. We call on the parliaments of the world to work together in this direction."
