Recommendations on Countering Terrorism at Fuel and Energy Facilities were adopted at the 15th Plenary Session of the CSTO Parliamentary Assembly on December 5 in Moscow.
The Recommendations regulate “Public relations in the field of security and protection of interests of CSTO States in countering terrorist threats at the fuel and energy facilities.”
As Anatoly Vyborny, Chairman of the CSTO PA Standing Commission on Defense and Security and deputy Chairman of the Committee on Security and Counteraction to Corruption of the State Duma of the Federal Assembly of the Russian Federation, who presented the draft Recommendations, noted in his speech at the 15th Plenary Session of the CSTO Parliamentary Assembly, “The proposed draft Recommendations on Countering Terrorism at Fuel and Energy Facilities were prepared on the initiative of the Energy Committee of the State Duma of the Federal Assembly of the Russian Federation, with RusHydro being the main actor during the development of the Recommendations.
The document itself is an extension of the work on combating technological terrorism.
“The adoption of the Recommendations on Countering Terrorism at Fuel and Energy Facilities allows for the creation of effective organizational and legal mechanisms to ensure the further development of the system of technological security in the CSTO Member States, which will ensure the improvement of the quality of adopted regulations and a targeted approach to state policy in the area in question,” noted Anatoly Vyborny.
The adopted Recommendations offer a legal basis for a set of measures within the framework of ensuring the anti-terrorist protection of fuel and energy facilities, requiring to prepare the relevant regulations, and the legal and organizational measures provided in the Recommendations will contribute to updating counter-terrorism system at fuel and energy facilities, taking into account the threats and prioritization of prevention measures.
