On May 29, a round table dedicated to international cooperation on information security was held in Moscow at the 13th International Meeting of High Representatives for Security Issues.
Vyacheslav Kocharyan, Advisor to the Secretariat of the CSTO PA, in his speech "Hybrid Aspect of Internet Fraud" outlined the key threats associated with the use of information and communication technologies in modern hybrid conflicts.
Kocharyan emphasized that the destructive external informational impact on the CSTO, CIS, EAEU, SCO and BRICS allies is aimed at affecting the minds of citizens, who are the source of power and the driving force of electoral processes in the countries supporting the multipolar world.
In his opinion, cyber attacks in the media and financial spheres are aimed not only at seizing private property, but also at undermining public confidence in state bodies and international organizations outside the control of the collective West.
Kocharyan stated that the ICT fraud should be considered a criminal method and one of the tools of extremism and international terrorism forces, as well as hybrid warfare.
Among the key problems he singled out the lack of legal regulation in the sphere of scientific and technological progress, the growth of threats from transnational organized crime, as well as the tendency to use Internet fraud to violate human rights, finance terrorism, spread corruption and undermine national sovereignty.
He paid special attention to the new methods of manipulation of public consciousness via artificial intelligence and the merging of criminal, information and psychological technologies.
Speaking of counter measures, Vyacheslav Kocharyan proposed to use the experience of the CSTO Parliamentary Assembly with the principle of consensus in decision-making and development of model lawmaking. He stressed that this approach proved its effectiveness for the approximation and harmonization of national legal systems for collective security and specifically information security.
