August 18 Marks the 60th Anniversary of the Birth of Hero of Russia Evgeny Zinichev

On August 18, it was 60 years since the birth of Yevgeny Zinichev, Hero of Russia and the tragically deceased Minister of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters.

Yevgeny Zinichev paid strategic attention to issues of international cooperation and integration of rescue agencies in the Eurasian space. An important stage in this work was the improvement of relevant legislation.

At the initiative of Yevgeny Zinichev, supported by the Chairman of the CSTO Parliamentary Assembly, Vyacheslav Volodin, the Assembly developed and adopted six significant model acts in the field of civil protection.

To date, these documents are being successfully implemented and have already become a reliable legislative framework for the CSTO member states, forming a unified legal foundation for the joint prevention and elimination of emergency situations.

Today, as part of the commemorative events, the Executive Secretary of the CSTO PA, Sergei Pospelov, and the Plenipotentiary Representative of the Federation Council of the Russian Federation to the CSTO PA, Mikhail Krotov, took part in the solemn ceremony of laying flowers at the monument to Yevgeny Zinichev, paying tribute to his courage, professionalism, and selfless service.

Assessing Evgeny Zinichev’s legacy, the Executive Secretary of the CSTO Parliamentary Assembly, Sergei Pospelov, emphasized the significance of his work for the entire Organization. “For Russia and all CSTO allies, Evgeny Zinichev will forever remain a model of selfless service to the Fatherland and absolute devotion to duty. His broad vision of security issues and professionalism made it possible to take our cooperation to an even higher level. His initiatives laid a solid foundation for years to come, and these endeavors continue to work for the benefit of our countries,” Sergei Pospelov noted.

Mikhail Krotov, the plenipotentiary representative of the Federation Council of the Russian Federation to the CSTO Parliamentary Assembly, emphasized the special role of Yevgeny Zinichev in strengthening interstate relations and protecting national interests.

“Yevgeny Nikolaevich was not only a true officer and a true Hero, but also a wise leader who clearly understood that in the face of natural disasters and global challenges, our countries must act as a single mechanism. The six model acts adopted by the CSTO Parliamentary Assembly with his direct involvement are not just lines in laws.These are lives saved, prompt mutual assistance, and a clear action plan for rescuers from all member states of the Organization,” Mikhail Krotov noted.
