Anatoly Vyborny: Global Challenges Call for a Collective Response
The draft program on the approximation of national legislation of the CSTO Member States for 2026–2030 was approved at the ad hoc joint meeting of the permanent commissions of the CSTO Parliamentary Assembly.
"We paid particular attention to harmonizing provisions on combating terrorism and extremism and creating a legal basis for the introduction of AI in the security sphere," said Anatoly Vyborny, Chairman of the CSTO PA Permanent Commission on Defence and Security, deputy of the State Duma of the Russian Federation.
The parliamentarian pointed out that the aim of the Program is to "develop common legal approaches to countering modern challenges and threats."
"The priorities include working on a new model law on combating cyber fraud, as well as the creation of a joint Concept for AI – legislative support for the development and use of artificial intelligence technologies," Anatoly Vyborny said.
He added that the parliamentarians are planning to update the 2018 model law "On Countering Terrorism and Extremism Through Information." The focus will be on strengthening measures against the spread of extremist ideas in the information environment.
"We also plan to create a model Weapons Code, as well as coordinate the use of new types of weapons (including hypersonic and laser weapons) in the event of military threats. Amendments will be made to the Recommendations on Combating Illegal Migration to strengthen measures against the illegal movement of citizens from third countries," Anatoly Vyborny shared.
These and other initiatives were approved by all permanent commissions of the Assembly.
