Bair Zhamsuyev: Kazakhstan’s Unicameral Parliamentary System Holds Great Historical Significance

Bair Zhamsuyev, a CSTO PA observer and deputy Chairman of the Russian Federation Council’s Committee on International Affairs, spoke at the International Observer Support Center in Astana, commenting on the development of the legislative branch of the Republic of Kazakhstan.

Evaluating the country's progress in state-building and reform, the parliamentarian drew particular attention to its historical experience.

"The unicameral parliamentary system in Kazakhstan holds a great historical significance," Bair Zhamsuyev emphasized.

According to the observer, studying such mechanisms provides deeper insight into the evolution of the political system, as well as a clearer sense of the scale of today's democratic reforms aimed at strengthening the role of representative bodies.

Bair Zhamsuyev noted that the Republic's institutional development has laid a solid foundation for the ongoing modernization of the state apparatus and the strengthening of parliamentary traditions. According to him, this unique experience is of great interest not only to Kazakhstan itself but also to its partner countries within the Collective Security Treaty Organization, particularly when it comes to sharing best legislative practices.

The CSTO PA delegation praised Kazakhstan's efforts to ensure electoral transparency, engage citizens politically, and adapt laws to meet society's current needs.

The CSTO Parliamentary Assembly observer mission continues its work, focused on assessing the election campaign, monitoring the voting process, and evaluating whether procedures meet national and international democratic standards. The mission’s final conclusions will be presented upon the completion of all election-related activities.
