CSTO, SCO and CIS Triumvirate's Role as Foundation of Eurasian Security Discussed at the EEF
On 4 September, a round-table discussion "CSTO–SCO: Security Space" took place on the sidelines of the Eastern Economic Forum in Vladivostok.
Sergei Pospelov, Executive Secretary of the CSTO Parliamentary Assembly, delivered a speech on the prospects of cooperation between key regional organizations.
The main point of his speech was the idea that the Collective Security Treaty Organization (CSTO), the Shanghai Cooperation Organization (SCO) and the Commonwealth of Independent States (CIS) form a unique triumvirate of international organizations. According to Sergei Pospelov, this is the alliance that can become, and is already becoming, a reliable foundation for indivisible Eurasian security.
Elaborating on the practical cooperation between the SCO, the CSTO and the CIS, the Executive Secretary of the CSTO PA spoke in detail on the legal mechanisms of integration. He highlighted the great significance of the CSTO Parliamentary Assembly's model legislation, adopted across various areas to harmonize the national legislation of the Organization's Member States in countering modern challenges and threats.
At the round table, particular attention was paid to issues of electoral security and protection of sovereignty.
The discussion touched upon organizing international observation, citing the CSTO PA monitoring groups' participation in the constitutional referendum and Kurultai elections in Kazakhstan as an example. Sergei Pospelov emphasized that joint work during elections is an important element of coordination among allies.
Speaking of expanding international contacts, Sergei Pospelov underlined that the CSTO PA is ready to contribute its expert and legislative experience to drafting the Eurasian Charter on Multipolarity.
He also stressed the importance of continuing expert dialogue, pointing to the successful joint conferences held in Bishkek in 2024–2025, involving relevant bodies of the CIS, SCO, and CSTO, as an example.
Sergei Pospelov proposed deepening integration between the secretariats of the CSTO PA, SCO, and other bodies, using the successful 2007 Memorandum as a benchmark.
