The Academic Council of the Security Council of the Russian Federation discussed the improvement of the counter terrorism legal framework. Meeting participants spoke in favour of maintaining the practice of preparing model legislation and recommendations.
The CIS, the Collective Security Treaty Organization (CSTO) and the Shanghai Cooperation Organization (SCO) Member States should develop legal measures to prevent the free movement of terrorists. This was proposed at a meeting of the section on neutralizing internal threats to national security under the Academic Council of the Russian Security Council.
According to the press service of the Security Council of the Russian Federation, the meeting “stressed the relevance of improving the legal framework for combating terrorism in Russia and in the CIS, CSTO and SCO Member States, as well as its further harmonization.”
“It is primarily related to the growing tension near the borders, especially in the Afghan and Central Asian regions; as well as to the need to organize joint coordinated activities to neutralize emerging threats,” noted the press service of the Security Council.
The press service stressed that the meeting “suggested to develop measures to prevent the free movement of terrorists in the CIS countries, to introduce a ban on granting them asylum.” In addition, “it was declared expedient to establish a universal jurisdiction for crimes of terrorist nature.”
Participants spoke in favour of continuing the practice of preparing model legislation and recommendations, discussing them at various academic forums, conferences and round tables, and publishing academic articles and analytic materials on this topic in periodicals of state bodies and interstate structures.
