CSTO PA Executive Secretary presented awards to experts of the St Petersburg University of State Fire Service of the Ministry of Emergency Situations of Russia.
On the eve of the Day of Fire Service of the Russian Federation (established by the Decree of the President of the Russian Federation No. 539 of April 30, 1999 On Establishment of the Day of Fire Service) and following traditions (on April 30, 1649 Czar Alexey Mikhailovich signed a decree establishing the first Russian fire service, Direction on Municipal Rescue, that strictly regulated fire-fighting operations in Moscow), Sergei Pospelov, Executive Secretary of the Parliamentary Assembly of Collective Security Treaty Organization, met with Major General of the Interior Service Bogdan Gavkalyuk, head of the St Petersburg University of State Fire Service of EMERCOM of Russia, and presented the CSTO Parliamentary Assembly Awards to the University experts who took an active part in the drafting of model legislative acts of the Parliamentary Assembly related to issues of cooperation in prevention and mitigation of natural and man-made emergencies.
In total, experts of the St Petersburg University of State Fire Service of the Russian EMERCOM participated in the development of 12 model legislative acts adopted by the CSTO Parliamentary Assembly.
On behalf of Vyacheslav Volodin, Chairman of the Parliamentary Assembly of the Collective Security Treaty Organization and Chairman of the State Duma of the Federal Assembly of the Russian Federation, awards were granted to the head of the Department of Theory of State and Law, Colonel of the Interior Service Stanislav Nemchenko, Professor Pyotr Cheboksarov and Professor Vladimir Vinokurov.
Cooperation with the St Petersburg University of State Fire Service in the development of model legislation relevant to the University’s fields of study will continue in accordance with the CSTO PA Action Plans on Approximation and Harmonization of National Legislation of the CSTO Member States.
