Draft Law on Joint Emergency Response Within the CSTO Approved
On March 27 in St. Petersburg, during a meeting of the CSTO PA Permanent Commission on Defence and Security, a draft model Agreement on Cooperation Between the CSTO Member States on Protecting the Population and Territories from Emergencies was discussed.
The purpose of the document is to establish a unified legal framework for effective cooperation between the CSTO Member States in prevention and response, as well as minimizing the consequences of large-scale natural and man-made disasters.
The Agreement is to regulate the procedure for joint actions, including prompt assistance, coordination of forces and assets, as well as exchange of information and best practices.
During the meeting, experts and parliamentarians reviewed the draft in detail, discussing its conceptual framework and practical steps for its implementation. Particular attention was paid to harmonizing national legislation to ensure unimpeded cross-border cooperation between rescue units and humanitarian contingents.
"This model Agreement is an important step toward creating a comprehensive system of collective response to modern challenges within the CSTO space. Unified legal approaches will allow us to act in a more coordinated manner, quickly and effectively protect the lives and well-being of our citizens," said Anatoly Vyborny, Chairman of the Permanent Commission and deputy Chairman of the State Duma Committee on Security and Corruption Control.
