International observers from the Parliamentary Assembly of the Collective Security Treaty Organization (CSTO PA) have published the Final Report on the results of the elections to the Jogorku Kenesh of the Kyrgyz Republic, which took place on November 30, 2025.
The document notes that the elections were held in accordance with the national legislation and international standards. The international observation group, headed by Snezhana Imasheva, Chairperson of the Committee on Legislation and Judicial and Legal Reform of the Mazhilis of the Parliament of the Republic of Kazakhstan, included parliamentarians from CSTO Member States who monitored all stages of the electoral process.
On November 30, 2025, international observers visited 13 polling stations in Bishkek, including one polling station at the military unit No. 73809 in the Chüy region, and eight polling stations in Moscow and the Moscow region. They monitored various stages of the voting process, from the opening of the polling stations to the counting of votes by election commissions. The observers also visited the Centre for Public Monitoring of Elections in Bishkek.
Polling stations opened at the appointed time and had all the necessary documents, equipment, and information materials available. At the polling stations, international observers did not receive any complaints about the quality of voter lists, the procedure for issuing ballots or the voting process. The Report notes that the elections were distinguished by large participation of international and public observers.
During the organization and conduct of the elections, observers were granted high status and provided with all the necessary assistance for effective work. According to the group's conclusions, the organization and conduct of the elections were carried out in accordance with the electoral legislation of the Kyrgyz Republic and the norms of international electoral law.
As you may recall, methodological assistance in the work of the group was provided by the International Institute for Monitoring Democracy Development, Parliamentarianism and Suffrage Protection of Citizens of IPA CIS Member Nations, as well as the CSTO Parliamentary Assembly Secretariat.
