The CSTO PA Adopted Recommendations on the Security of Critical Information Infrastructure

At a meeting held in Moscow on December 8, the CSTO Parliamentary Assembly adopted Recommendations on the convergence and harmonization of the criminal and administrative-tort legislation of the CSTO member states in the field of security of critical information infrastructure.

"Protecting the relations related to ensuring the security of critical information infrastructure through administrative-tort norms is a very important legal task, as it allows for a significant expansion of the legal protection of such facilities," the document explains.

As a reminder, in 2017, the CSTO Parliamentary Assembly adopted Recommendations on improving the criminal legislation of the Organization's member states to combat offenses in the information sphere, and in 2019, it adopted a Recommended List of Crimes and Administrative Offenses in the Field of Ensuring Information Security for Individuals, Society, and the State for the CSTO countries.

In December 2023, the CSTO adopted the model law “On the Security of Critical Information Infrastructure”.

This law has formed a common regulatory framework, and the Recommendations adopted at today’s meeting are intended to supplement it with a block on criminal and administrative liability, which corresponds to the established practice of the Assembly in the field of regulating the security of critical information infrastructure.
