On December 8, parliamentarians of the CSTO Member States approved a new CSTO PA model legislation program until 2030 at the meeting of the Parliamentary Assembly in Moscow.
The previous Model Legislation Program for 2021-2025 has been implemented fully.
The new program is aimed to ensure the implementation of the decisions of the CSTO heads of state within the legal framework. Particular attention is paid to the further approximation and harmonization of the national legislation of Member States on security, including military, information, and technetronic security.
The document defines priorities for the development of model laws and recommendations in the areas of combating crimes involving the use of information and communication technologies, operational and investigative work, protection of electoral sovereignty, legal support for military transport, the use of electronic warfare in joint operations, and other key areas of collective security.
The Program is based on the principle of proactive action: it focuses on the early establishment of legal mechanisms to respond to new challenges and threats, including those related to the development of high technologies.
This document includes separate sections on legal regulation of unmanned systems, artificial intelligence and autonomous weapons systems, ensuring that the CSTO's model legislation is up-to-date and tech-savvy.
As of today, a total of 104 model acts have been developed and adopted by the CSTO Parliamentary Assembly. They have become the basis for improving the national legal systems of the Organization's Member States in the field of collective security.
