Viktor KOGUT, Plenipotentiary Representative of the National Assembly of the Republic of Belarus in the CSTO Parliamentary Assembly, and Pyotr RYABUKHIN, Plenipotentiary Representative of the Federal Assembly of the Russian Federation in the CSTO Parliamentary Assembly, took part in the international conference Elections as a Mechanism for Legitimating Public Power, which was held in Minsk.
In his report dedicated to the 25th anniversary of the observation of elections and referendums by the IPA CIS parliamentarians, Pyotr RYABUKHIN, who has taken part in observer missions since 1994, recalled that “the political significance of international observation of elections is determined by the participation in the monitoring of representatives of the parliaments of the IPA CIS Member States, within the framework of which the country that organizes the elections assumes certain commitments to develop democracy.”
At the same time, elections monitoring “aims not only at international monitoring of fulfilling democracy development commitments, but also at exchange of experience in organizing electoral procedures.”
