This day commemorates the events of 2004 in Beslan.
On September 1, 2004, in North Ossetia-Alania terrorists stormed Beslan’s school No. 1 and took more than a thousand children, their parents and teachers hostage, rallying everyone to a gym and rigging the building with explosives.
For three days, the terrorists kept the hostages in the gym without food or water. Then, on September 3, after two powerful explosions in the school, terrorists fired indiscriminately at the children and an unplanned storming began.
The attack killed 334 people, including 186 children.
On September 3, Russia pays tribute to the thousands of compatriots who were killed by terrorists in Beslan, at the Dubrovka Theatre Centre, in Budennovsk, Pervomayskoye, in the bombing of residential buildings in Moscow, Buinaksk and Volgodonsk, and in other terrorist attacks.
One of the main tasks for which the CSTO Parliamentary Assembly was established is to improve and harmonize the anti-terrorist legislation of the Organization’s Member States.
This work does not cease for a single day. To date, the Parliamentary Assembly has adopted and implemented in the legislation of the CSTO Member States Recommendations on the Approximation and Harmonization of the CSTO Member States’ National Legislation in the Area of Countering Terrorism and Extremism (2015), Recommendations on the Improvement of Legislative Support in Countering Technological Terrorism in the CSTO Member States (2016), Recommendations on the Approximation of the Legislation of the CSTO Member States on International Legal Assistance in Criminal Cases to Counter Terrorism and Cross-Border Crime (2016), CSTO model law On Countering Terrorism and Extremism Through Information (2018), Recommendations on Harmonization of National Legislation of the Collective Security Treaty Organization Member States to the Extent Applicable to Recognition of Organizations as Terrorist (2018), Recommendations on Approximation of the CSTO Member States’ Laws on Confiscation of Property in the Interests of Combating Corruption, Financing of Terrorism and Other Types of Crime (2019).
In accordance with the 2021–2025 CSTO PA Action Plan on Approximation and Harmonization of National Legislation of the CSTO Member States, the Recommendations on Improving the National Legislation of the CSTO Member States on Closing Channels of International Terrorism are nearing completion.
