The Counterterrorism Forum is taking place in Minsk on October 7 and 8, 2026.
The large-scale event brings together the CIS Conference on Countering Terrorism and Extremism and the international scientific and practical conference of the SCO Regional Anti-Terrorist Structure (RATS).
Sergei Pospelov, Executive Secretary of the CSTO Parliamentary Assembly, gave a presentation at the forum.
Stressing the importance of state consolidation amid today's geopolitical realities, Sergei Pospelov stated that countering the wide range of terrorist threats is possible only through joint international efforts.
He also prognosticated a rise in destructive factors affecting Eastern Europe and other CSTO regions, including the use of hybrid, cognitive, economic, and media tactics to incite conflict, as well as a growing number of cyberattacks on critical defense and economic infrastructure.
"Against this backdrop, the CSTO Parliamentary Assembly's model lawmaking is one of the most effective mechanisms for providing a legal framework for joint measures to prevent and neutralize acts of terrorism and other contemporary threats," Sergei Pospelov said.
The CSTO PA work has already produced 104 model laws. Under the Assembly's next five-year legislative program for 2026–2030, another 45 model documents are to be developed, including legislation on biosecurity, countering technologies of external destructive influence, and cybersecurity.
