Viktor Rogalev: The world has changed, there are new security threats

“Today there are very complicated processes taking place all across the world, moreover, today they have moved closer to the borders of the CSTO Member States, and it can be seen with the naked eye,” Viktor Rogalev, Plenipotentiary Representative of the Parliament of the Republic of Kazakhstan and deputy CSTO PA Executive Secretary, said in his speech at the working meeting between plenipotentiary representatives of the CSTO Member States to the CSTO and plenipotentiary representatives of the CSTO Member States’ parliaments to the CSTO Parliamentary Assembly.
Speaking on ways to enhance the efficiency of the CSTO Parliamentary Assembly, he proposed amending the Charter of the Collective Security Treaty Organization.
“In order to make its work more effective, for us to work more efficiently, it is necessary, and the Kazakh party suggested this, to expand the provisions of the Charter so that we could consider certain proposed issues,” Viktor Rogalyov emphasized.
