A meeting of the CSTO PA Permanent Commissions is taking place today in St. Petersburg.
Anatoly Vyborny, Chairman of the CSTO PA Permanent Commission on Defence and Security, underlined the importance of the cooperation between the CSTO experts and parliamentarians for ensuring security and stability in the region.
At the Permanent Commission on Defence and Security meeting, Olga Shabailova, Head of the Legal Support Department of the Emergency Control Ministry of the Republic of Belarus, presented the draft Recommendations on Improving the Legislation of the CSTO Member States in the Field of Civil Protection.
"The main recommendation at this stage of improving the civil protection legislation of the CSTO Member States is to eliminate the simultaneous functioning of two protection systems in each Member State, and to ensure their integration into a single system for the implementation of protective measures in both peacetime and wartime. Thus, a single civil protection system will be in place in each CSTO Member State," the text of the Model Act reads.
Olga Shabaylova emphasized that the implementation of the suggested approach will strengthen the cooperation between the CSTO States on the exchange of information and experience in the field of civil protection and increase the effectiveness of the CSTO Coordination Council for Emergencies.
The meeting attendees unanimously supported the draft law.
