Anatoly VYBORNY, Chairman of the Permanent Commission on Defence and Security at the Collective Security Treaty Organization (CSTO) Parliamentary Assembly (PA), presented information on the draft legislation at the CSTO PA plenary session in Yerevan.
Participants of the session discussed a number of legislative initiatives, including in the sphere of operation of collective peacekeeping forces; information security of individuals, society and the state; as well as improvement of national legislation of the CSTO Member States in the interests of combating corruption, terrorism financing and other types of crimes. “Today, the role of the CSTO in the development of a unified security strategy is becoming increasingly important on the international scene. Interaction between states allows to promptly and extremely efficiently counter illegal violations of various areas of life, both for individuals and for society and the state overall. In this regard, one of the priority tasks within the parliamentary dimension is the harmonization of national legislation of Member States.
For example, a model draft law on non-conviction-based confiscation of property in order to combat corruption, terrorism and other crimes was adopted at this meeting. If implemented in the national legislation, it will allow to significantly improve prevention of any offenses in this area. In particular, the document provides for the confiscation of illegally obtained property from a person, even in the absence of a court conviction, including the cases when a criminal case is terminated without exoneration and it is impossible to apply such punishment for other reasons.
Active improvement and harmonization of the legislation will increase the level of both national and collective security in the CSTO region,” said Mr VYBORNY.
