Electoral Security in CSTO Countries Discussed at SPILF 2026
Igor Borisov, a member of the Central Election Commission of the Russian Federation, at the thematic session of the CSTO PA held as part of SPILF 2026, raised one of the most pressing issues on the agenda—protection of electoral sovereignty.
In his remarks, the CEC official pointed out that the definition of "electoral sovereignty" was first formulated at the international level in the Recommendations of the CSTO Parliamentary Assembly dated December 5, 2022. By April 2026, this term had been incorporated into the legal framework of the Russian Federation, and in 2024 it was included in the Concept of National Security of the Republic of Belarus.
"Today, threats to sovereignty have reached a new technological level and involve more than a dozen types of attacks. The main one is destructive information influence aimed at manipulating voter behavior," noted Igor Borisov.
The expert emphasized that proposals and recommendations need to be drawed on the possible application of special legal procedures for the electoral process under high-risk conditions and during emergencies, defining their legal limits with the aim of preserving and ensuring the fundamental political rights and freedoms of the people.
