The first joint meeting of the defence ministers of the SCO, CIS and CSTO countries is being held in the Moscow region
“Today's meeting is the first meeting of such level in the history of our international relations,” said Sergei Shoigu, Minister of Defence of the Russian Federation, in his opening speech at the meeting at the Patriot Park Congress Centre on September 4, according to Interfax Military News Agency.
Sergei Shoigu expressed confidence that international military cooperation would become more active following this meeting and the results of the meeting “will be a solid foundation for deeper cooperation between defence agencies.”
He also thanked his colleagues from the SCO, CIS and CSTO for their teams’ participation in the Moscow Victory Parade on June 24 and noted their high level of training.
According to TASS, in the morning the SCO, CSTO and CIS defence ministers visited the Memory Road museum complex and the main cathedral of the Russian Armed Forces in the Moscow region.
The heads of the military agencies used the interactive portal of the Memory Road complex. The ministers of defence of the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan and the Republic of Uzbekistan used it to find information about their relatives who participated in the Great Patriotic War. Wei Fenghe, head of the Chinese Defence Ministry, found information about Mao Zedong’s relative on the portal.
The guests also examined the monument to the Mothers of Winners, laid flowers to it and then planted apple trees in the Garden of Memory.
At the joint meeting the defence ministers of the Commonwealth of Independent States, Shanghai Cooperation Organization Member States and Collective Security Treaty Organization Member States discussed international and regional security issues, consolidation of efforts to prevent the threat of wars and armed conflicts, further strengthening of military cooperation in modern conditions.
CSTO Secretary General Stanislav Zas addressed the joint meeting participants.
The Afghanistan situation was specifically discussed, Vladimir Norov, Shanghai Cooperation Organization Secretary-General told TASS on September 3.
The SCO Secretary General pointed out the importance of further expanding cooperation through the SCO Regional Anti-Terrorist Structure with the relevant bodies of the CSTO and CIS in order to destroy the propaganda and recruitment infrastructure of terrorist organizations, including online, suppress their supply channels and eliminate possible bioterrorism risks. “At the same time,” he emphasized, “we intend to maintain a high counter-terrorism interaction profile with neighbouring Afghanistan, taking into account the development of the military and political situation in this country.”
According to the SCO Secretary-General, “today's meeting will be an important stage in the development of a meaningful dialogue between the heads of defence agencies of the SCO, CSTO and CIS on building peace and stability in the vast Eurasian space.” It is especially noteworthy, he stressed, that today’s meeting is taking place in the days of the 75th anniversary of the Victory in the Second World War and on the eve of the anniversary of the United Nations established in its aftermath.
According to the Defence Minister of the Russian Federation Sergei Shoigu, RIA Novosti quotes, the participants of the joint meeting – the defence ministers of the SCO, CIS and CSTO countries – agreed to expand cooperation in the fight against terrorism, with first joint exercises to be held during the Kavkaz 2020 manoeuvres.
The defence ministers of the SCO, CIS and CSTO countries believe that international arms-control treaties, including nuclear arms, must not be terminated.
Sergei Shoigu announced this after the joint meeting. “The inadmissibility of dismantling arms-control treaties, including nuclear arms, was especially noted,” he said.
Sergei Shoigu stressed that the ministers adopted a joint communiqué reflecting “consolidated approaches to addressing common security problems.”
