Born in 1949 in the village of Maryanovo, Liozna district, Vitebsk oblast’.
1977: graduated from the Velikiye Luki Agricultural Institute.
1988: graduated from the Minsk Higher Party School. Worked as an agronomist at the collective farm Victory of Socialism, headed the organizational department of the Liozna district Komsomol Committee.
Since 1991: Chairman of the Committee on Agriculture and Food Supply of the Vitebsk oblast’ Executive Committee.
November 1994 to October 2008: Chairman of the Vitebsk oblast’ Executive Committee.
October 27, 2008: elected Chairman of the House of Representatives of the National Assembly of the Republic of Belarus of the fourth convocation
December 2008: elected first deputy Chairman of the Parliamentary Assembly of the Union of Belarus and Russia. Member of the Supreme State Council of the Union State.
