On March 27, Alisher Erbayev, deputy Chairman of the Committee on Law and Order, Combating Crime and Counteraction to Corruption of the Jogorku Kenesh of the Kyrgyz Republic, member of the CSTO PA Permanent Commission on Defence and Security, gave a speech at the International scientific and practical conference "Relevant issues of legal support for ensuring the effective work the CSTO collective security system until 2030", organized by the CSTO Parliamentary Assembly in St. Petersburg.
The parliamentarian noted that the Collective Security Treaty Organization doesn't just make declarations of willingness to combat modern challenges, but actively takes action.
"For example, in November last year at the summit in Astana, the CSTO Targeted Programme on Strengthening the Tajik-Afghan Border was adopted. In addition, large-scale military exercises with the CSTO Collective Rapid Deployment Forces, such as Rubezh and Vzaimodeistvie, as well as comprehensive operational and preventive events, including "Kanal" ("Channel"), "Proksi" ("Proxy"), "Nelegal" ("Illegal") and "Nayemnik" ("Mercenary") are held on a permanent basis,” Alisher Erbayev pointed out.
In his speech he outlined the key issues in the field of collective security and proposed specific solutions.
The member of the Kyrgyzstan's Jogorku Kenesh suggested creating a single digital platform to exchange operational and intelligence information between the competent bodies of the CSTO Member States.
“It's necessary to develop standardized protocols for the exchange, as well as to provide round-the-clock access to the relevant data,” Alisher Erbayev stated.
Furthermore, Erbayev proposed to consider the possibility of establishing joint analytical centers focused on the key aspects of countering terrorism and extremism in the CSTO area, to strengthen cooperation between the financial reconnaissance units of the CSTO Member States, to jointly study the new methods of financing terrorism, including the use of cryptocurrencies, and to establish close cooperation with Internet providers and social networks to promptly identify and block extremist content.
