Kazakh senators told CSTO PA observers about proposed amendments to the Constitution of Kazakhstan
During the meeting in the Senate of the Parliament of the Republic of Kazakhstan, international observers from the Parliamentary Assembly of the Collective Security Treaty Organization discussed with Askar Shakirov, deputy Speaker of the Senate of the Parliament of the Republic of Kazakhstan, preparations for the referendum and the role of the Parliament of the Republic of Kazakhstan in working on the proposed amendments.
Askar Shakirov pointed out the fateful significance of the upcoming constitutional referendum, recalling that the last time the procedure of approving the amendments to the Constitution of the Republic of Kazakhstan was used in 1995, and said that the proposed amendments would lead to serious changes in the structure of the state governance, requiring the improvement of, at least, two dozen laws of the Republic of Kazakhstan.
He expressed his appreciation of international observers from the CSTO Parliamentary Assembly being sent to monitor the voting process in the referendum of the Republic of Kazakhstan on the draft amendments and additions to the Constitution of the Republic of Kazakhstan and also noted the activity of observers from the CSTO Parliamentary Assembly during the monitoring of the electoral processes in Kazakhstan at the invitation of the authorized bodies.
In his turn, Bair Zhamsuev, a CSTO PA observer, a member of the CSTO PA Standing Commission on Political Affairs and International Cooperation and deputy Chairman of the Committee on International Affairs of the Federation Council of the Federal Assembly of the Russian Federation, noted the increased role of the Parliament in the proposed amendments to the Constitution of the Republic, in case they are adopted.
The meeting was attended by Andrei Lukin, a member of the CSTO PA Standing Commission on Political Affairs and International Cooperation and a member of the Committee on Constitutional Legislation, Judiciary and Law Enforcement Agencies of the Senate of the Parliament of the Republic of Kazakhstan; and Nurzhan Nursipatov, a member of the CSTO PA Standing Commission on Defence and Security, Secretary of the Committee on International Relations, Defence and Security of the Senate of the Parliament of the Republic of Kazakhstan.
