Nurlan Nigmatulin: The Assembly adapts to growing tensions in the world
“Today there is an unprecedented growing tension in the world, associated with both traditional and new global challenges and threats. I believe it is necessary for our Assembly to adapt its activity to these difficult conditions,” said Nurlan Nigmatulin, Speaker of the Mazhilis of the Parliament of the Republic of Kazakhstan, in his speech at the remote meeting of the Council and the 14th plenary session of the CSTO Parliamentary Assembly.
“We are facing new tasks of regulatory support for the Collective Security System,” he recalled.
Nurlan Nigmatulin drew attention to how the coronavirus pandemic has exposed the humanity’s vulnerability to biothreats.
“The forecasts that the pandemic will give way by the summer of 2021 did not come true,” Nurlan Nigmatulin stressed.
He recalled the document developed by the CSTO States formalizing the cooperation between the Organization members in the field of biosecurity, creation of the Coordination Council, and called for support for the initiative of the President of the Republic Kazakhstan to establish an international agency for biosecurity under the aegis of the UN.
Nurlan Nigmatulin also said that the situation in the world dictates the need to develop the CSTO peacekeeping component under the aegis of the UN. “In the future, it will be more and more in demand.”
Nurlan Nigmatulin noted, “the introduction of a post of Special Representative of the CSTO Secretary General for Peacekeeping and our today’s adoption of the model law On Peacekeeping Activities and Peacekeeping Forces is an important step in the development of the CSTO peacekeeping activities.”
Referring back to the CSTO PA’s model lawmaking, Nurlan Nigmatulin expressed his confidence that the Assembly should take a “pragmatic approach and be guided by practical aspects” in developing model laws and recommendations “as it did during the development of the law On Peacekeeping Activities and Peacekeeping Forces.”
