On December 8, the model law "On Countering Terrorism" was adopted at the meeting of the CSTO PA Council in Moscow.
The document, ready for further use in the national legislation of the Organization's Member States, is intended to strengthen the coordination of efforts of the CSTO countries in combating terrorism in the region.
While being of an advisory nature, the model act provides a uniform framework for the development and refinement of national strategies and measures to suppress terrorist actions.
The model law lays out the key principles of countering terrorism, including the priority of protecting the lives and rights of citizens, the inevitability of liability and the inadmissibility of justifying terrorist actions.
The document outlines approaches to defining the terrorist threat, powers of the competent authorities and measures to prevent and suppress terrorism, as well as general mechanisms for international cooperation within the CSTO.
The adoption of this model law provides a basis for further harmonization of the anti-terrorism legislation of the CSTO Member States and increases the predictability and coordination level of their law enforcement practices. The document is to be used by national parliaments in preparing amendments to existing laws and developing new security regulations.
The CSTO model law "On Countering Terrorism" was developed at the initiative of the National Security Committee of the Republic of Kazakhstan.
For reference. The CSTO PA has developed and adopted a number of acts on countering terrorism, but this model law is comprehensive in nature, systematizing and combining previously developed approaches. It allows for the formation of a uniform conceptual framework for the further development of anti-terrorism legislation of the CSTO Member States.
