Parliamentarians of the Union State of Belarus and Russia started drafting and adopting model legislation
A draft model law On the System of Compulsory Civil Liability Insurance of Motor-Vehicle Owners of the Union State has been approved by the deputies of the Parliamentary Assembly of the Union of Belarus and Russia at a session of the Parliamentary Assembly Commission on Legislation and Rules of Procedure on November 28 in Minsk.
The deputies suggested that the working group responsible for drafting of the relevant document should make the necessary additions and amendments.
Following the results of the work it is planned to submit the model law for approval to the relevant ministries and departments of Belarus and Russia. After the draft document is considered by the Parliamentary Assembly, national legislation will be brought in compliance with the model law.
The session was attended by Viktor Pinsky, Chairman of the Commission; Sergei Sivets, deputy Chairman; Vladimir Poletaev and Viktor Svillo, members of the Commission. The session was attended by representatives of the Standing Committee of the Union State, Ministry of Justice of the Republic of Belarus, Ministry of Justice of the Russian Federation, Ministry of Foreign Affairs of the Russian Federation, National Centre of Legislation and Legal Research of the Republic of Belarus and the Russian Union of Auto Insurers.
The draft model law On the System of Compulsory Civil Liability Insurance of Motor-Vehicle Owners of the Union State aim to harmonize the legislation of the Republic of Belarus and the Russian Federation to enable citizens to conclude insurance contracts with coverage of insured events throughout the Union State or only in the state of vehicle registration (at choice of insured). The drafting is carried out in accordance with the decision of the Parliamentary Assembly of the Russian Federation.
As you may recall, the Parliamentary Assembly of the Union of Belarus and Russia currently has an observer status in the Parliamentary Assembly of the Collective Security Treaty Organization and has applied for a partner status, with the CSTO PA simultaneously applying for the Parliamentary Assembly to obtain an observer status in the Organization. The CSTO Parliamentary Assembly provided methodological support to the Parliamentary Assembly of the Union of Belarus and Russia in setting up model law-making.
