CSTO PA Headquarters Discussed AI, Control of Foreign Influence and Illegal Migration
On October 18, the CSTO Parliamentary Assembly headquarters in St Petersburg hosted a meeting of the Expert Advisory Board under the Council of the CSTO Parliamentary Assembly. Anatoly Vyborny, Chairman of the CSTO PA Standing Commission on Defence and Security and a Russian State Duma deputy, chaired the meeting.
“Special attention was paid to the interim results of work on the draft Concept of Migration Security of the CSTO Member States. Within the framework of the CSTO PA we are also working on unified legal norms of criminal liability for offences against military service,” Mr Vyborny said.
The meeting considered a total of 13 issues concerning the harmonization of legislation of the CSTO Member States in the spheres of security, cybersecurity and illegal migration.
Conceptual comments were also adopted as part of work on draft recommendations on the development and harmonization of legislation: on e-signatures, on the generation and use of Big Data, on state regulation of the Internet, and on the use of artificial intelligence and robotics in defence and security. Reports were heard on the progress of work on the Recommendations on Methods of Teaching the History of the Great Patriotic War and the Second World War, as well as on countering external destructive attempts to revise and distort historical events.
At the proposal of the Belarusian side, the CSTO PA Action Plan on Approximation and Harmonization of National Legislation of the CSTO Member States is considered to be expanded to include issues of foreign influence control and intelligence activities.
“A CSTO-wide unified system of model laws in these sensitive areas will enable prompt and coordinated action in case of danger. This is especially relevant today, when there is an unprecedented expansion of the range of threats,” Anatoly Vyborny emphasized.
As you may recall, the main tasks of the Expert Advisory Board are scientific, analytical, methodological and expert legal support for the model legislative activities of the CSTO PA and its bodies.
