On November 30, 2020, a meeting of the Council and the thirteenth plenary session of the Parliamentary Assembly of the Collective Security Treaty Organization will be held jointly via videoconferencing
Vyacheslav Volodin, Chairman of the CSTO Parliamentary Assembly and Chairman of the State Duma of the Federal Assembly of the Russian Federation, will open and moderate the session.
Participants will include parliamentary delegations of all six CSTO Member States and observer parliaments at the CSTO PA: the Wolesi Jirga of the Islamic Republic of Afghanistan and the National Assembly of the Republic of Serbia.
The session’s joint agenda includes Vyacheslav Volodin’s report on the results of the Russian Federation’s implementation of its priorities during its presidency in the Collective Security Treaty Organization in 2020.
Stanislav Zas, CSTO Secretary General, will report to the participants about the situation in the CSTO area of responsibility and measures to counter challenges and threats to collective security.
Sergei Pospelov, CSTO PA Executive Secretary, will address organizational issues, the appointment of the Chairman of the Standing Commission on Defence and Security of the CSTO Parliamentary Assembly and deputy chairpersons of the Standing Commission on Socioeconomic and Legal Issues.
The session’s participants will consider the adoption of draft model legislative acts, recommendations and other legal acts introduced at the initiative of the CSTO PA Standing Commission on Defence and Security, including:
– Recommendations on Combating Illicit Trafficking in Weapons of Mass Destruction Within the Framework of International Standards of the Financial Action Task Force on Money Laundering;
– Recommendations on Forming CSTO Member States’ Common Approaches to State Registration of New Psychoactive Substances;
– Recommendations on Improving the National Legislation of the CSTO Member States in the Area of International Flights of Aircraft of the Armed Forces, Other Troops and Military Formations;
– Concept Action Plan and Toolbox to Counter Cyber Challenges and Threats.
Anatoly Vyborny, Chairman of the CSTO PA Standing Commission on Defence and Security and a member of the State Duma of the Federal Assembly of the Russian Federation Committee on Security and Corruption Control, will present draft recommendations to the Assembly members.
Igor Lavrinenko, Chairman of the CSTO PA Standing Commission on Socioeconomic and Legal Issues and deputy Chairman of the Standing Commission on National Security of the House of Representatives of the National Assembly of the Republic of Belarus, will report on CSTO Member States’ implementing the norms of model legislative acts and recommendations adopted by the Parliamentary Assembly in 2018.
Anatoly Vyborny, Chairman of the Expert Advisory Board under the Council of the CSTO Parliamentary Assembly and Chairman of the CSTO PA Standing Commission on Defence and Security, will report on amendments to the 2016–2020 CSTO PA Action Plan on Approximation and Harmonization of National Legislation of the CSTO Member States and on the draft 2021–2025 CSTO PA Action Plan on Approximation and Harmonization of National Legislation of the CSTO Member States.
Rustam Emomali, Chairman of the Majlisi Milli of the Majlisi Oli of the Republic of Tajikistan will report on the dates and venue of the next meeting of the Council of the CSTO Parliamentary Assembly, as well as the list of issues to be included in the draft agenda.
Mir Rahman Rahmani, Head of the delegation from the Wolesi Jirga of the Islamic Republic of Afghanistan, will outline the political situation in Afghanistan and speak about the expansion of cooperation between the Islamic Republic of Afghanistan and the CSTO Member States. Ivica Dačić, President of the National Assembly of the Republic of Serbia, will report on the political and epidemiological situation in the Republic of Serbia due to the COVID-19 pandemic.
Participants of the meeting will determine the dates and venue of the next Council meeting, the fourteenth plenary session of the CSTO Parliamentary Assembly and the list of issues to be included in the draft agendas.
