Anatoly Vyborny: The rapid deployment of CSTO peacekeepers to Kazakhstan was facilitated by the Organization’s thorough model legislation
The rapid fulfillment of the CSTO Collective Security Council’s resolution on providing assistance to the Republic of Kazakhstan and deployment of the CSTO Collective Peacekeeping Forces to the territory of the Republic has been largely facilitated by thorough CSTO model legislation.
This was stated by Anatoly Vyborny, Chairman of the Standing Commission on Defence and Security of the Parliamentary Assembly of the Collective Security Treaty Organization and deputy Chairman of the Committee on Security and Corruption Control of the State Duma of the Federal Assembly of the Russian Federation.
According to Anatoly Vyborny, “the effectiveness of using CSTO peacekeepers is an indicator of the thorough elaboration of the Organization’s model legislation. Its purpose is to fulfil the statutory tasks of the CSTO. These tasks are based on the defence and security of the Organization’s Member States as single and indivisible categories.”
As an example of model acts that facilitated rapid implementation of the decision to provide assistance to the Republic of Kazakhstan, Anatoly Vyborny mentioned the CSTO Model Law On Peacekeeping Activities and Peacekeeping Forces adopted by the CSTO Parliamentary Assembly on November 21, 2021 and the Recommendations on Improving the CSTO Member States’ Legislation in the Area of Organizing International Flights of the Armed Forces, Other Troops and Military Formations of the Troops, and recalled a set of model acts adopted during the recent years regulating the legal status, specificities of stay and execution of appointed tasks by representatives of formations of CSTO Troops (Collective Forces) and Collective Peacekeeping Forces on the territory of the CSTO Member States.
As you may recall, on December 6 Russian Air Forces’ military transport aviation delivered the first units of the Russian contingent of the CSTO Peacekeeping Forces to the Republic of Kazakhstan.
The total number of the CSTO Collective Peacekeeping Forces in the Republic of Kazakhstan, taking into account the fact that they are still being deployed, is approximately 2,500 people. “If necessary, they can be reinforced,” said CSTO Secretary General Stanislav Zas on January 6.
Stanislav Zas stressed that further decisions on the number of personnel will be “based on the situation.”
As of the morning of January 7, 2022, the CSTO Collective Peacekeeping Forces in the Republic of Kazakhstan include units of the 98th Guards Airborne Division (Ivanovo) and the 31st Detached Guards Airborne Assault Brigade (Ulyanovsk) from the Russian Federation.
From the Republic of Belarus: the fighters of the 103rd Guards Airborne Brigade of the Special Operations Forces (SOF).
The initial contingent of the Armed Forces of the Republic of Armenia is about 100 men. On January 7, about 200 spetsnaz soldiers are sent from the Republic of Tajikistan; the Parliament of the Republic of Tajikistan voted for this decision on January 7.
As for Kyrgyzstan, after thorough consideration, on January 7, Jogorku Kenesh of the Kyrgyz Republic passed a resolution “on the possibility of using units of the Armed Forces of the Kyrgyz Republic on the territory of the Republic of Kazakhstan for fulfilling interstate treaty obligations within the CSTO framework.”
150 servicemen, eight armoured vehicles and 11 vehicles from the 25th Special Forces Brigade Scorpion were sent to the Republic of Kazakhstan.
