Anatoly Vyborny told about CSTO parliamentarians’ work on draft model acts
In 2021, despite all the difficulties caused by the COVID-19 pandemic, the March session of the CSTO PA Expert Advisory Board remotely considered 11 items regarding the work on the draft model legislative acts, in particular, on draft Recommendations on Regulating the Circulation of Virtual Assets on the Territories of the CSTO Member States (Combating the Spread of Cryptocurrencies and Other Electronic Payment Surrogates Undermining (Destroying) National Financial Systems), draft CSTO Model Law On Peacekeeping Activities and Peacekeeping Forces, draft Recommendations on the Improvement of Organizational, Legal and Methodological Grounds for Considering Provisions of Model Acts in Improving the CSTO Member States’ National Legislation and a number of other draft model acts.
These documents aim to improve and approximate CSTO Member States’ legislation to close the channels of international terrorism and money laundering, including tightening control over circulation of virtual assets, counteraction to uncontrolled spread of cryptocurrencies and other electronic payment surrogates undermining national financial systems.
“As the Chairman of the Expert Advisory Board under the CSTO PA Council, let me note that our main task is the quality preparation of model legislative acts based on interaction with experts within the framework of the CSTO PA Council’s Expert Advisory Board. At the upcoming meeting of the CSTO PA Council in Dushanbe on July 1, we plan to suggest a number of changes to the work of the Expert Advisory Board,” said Anatoly Vyborny, deputy Chairman of the Russian State Duma Committee on Security and Corruption Control and Chairman of the CSTO PA Standing Commission on Defence and Security.
The parliamentarian also noted that a lot has been done within the framework of the 2021–2025 CSTO PA Action Plan on Approximation and Harmonization of National Legislation of the CSTO Member States.
