MGIMO experts will work with the CSTO PA Secretariat on Assembly’s draft model acts
The Executive Secretary of the CSTO Parliamentary Assembly took part in the 5th Moscow international research to practice conference on political risks and forecasting International Uncertainty 2021, hosted by the Moscow State Institute of International Relations (MGIMO).
In the introductory part of his report, Sergei Pospelov, CSTO PA Executive Secretary, noted MGIMO’s unique expertise and announced the signing of an agreement between the Secretariat of the CSTO PA and MGIMO.
The Executive Secretary spoke about the role of the CSTO Parliamentary Assembly in approximating and harmonizing the regulatory framework of the Organization’s Member States in the current international situation.
The CSTO PA Executive Secretary reminded that the main role, task and objective of the CSTO Parliamentary Assembly in this regard is to establish regulatory conditions enabling a functional collective security system.
Considering this task, as well as the task set by the conference, the emerging situation in the world is characterized by the following trends:
– security has gone beyond its classical definition (the need to protect digital and economic sovereignty, the impact of artificial intelligence and development technologies);
– the speed of transformation of the public-administration system in response to the challenges and threats of our time, including the COVID-19 pandemic, has increased dramatically.
In this situation, the model legislation developed by the CSTO Parliamentary Assembly becomes the platform for overcoming uncertainty and the basis for foreign-policy decisions that influences international relations, making them more predictable and transparent.
At the same time, it should be noted that in the current international situation of uncertainty, Russia is at the spearhead of overcoming the uncertainty in the Greater Eurasia region.
The CSTO PA Executive Secretary recalled a meeting of the CSTO Collective Security Council on December 2, at which the heads of CSTO Member States discussed ways to counter new challenges and threats, including joint countering of the pandemic and creation of a joint biosecurity system.
The CSTO Collective Security Council, Council of Ministers of Foreign Affairs, Council of Ministers of Defence and Committee of Secretaries of Security Councils of the CSTO Member States discussed the need to consolidate efforts in overcoming the challenges faced by the CSTO Member States.
The CSTO PA Executive Secretary is confident that the CSTO model lawmaking, including the Model Law on Peacekeeping Activities, can be an effective tool for this.
Despite the progress that has been made, the CSTO Parliamentary Assembly will need to bring the model lawmaking process to the next level that corresponds to the trends and developments of the geopolitical situation.
To this end, the plan is to expand the geographical reach of the Assembly’s inter-parliamentary cooperation through partners and observers; to scale up joint drafting of laws by parliamentarians, specialized structures and expert community; to strengthen cooperation with parliaments and multilateral associations, including the SCO, CIS and OSCE.
The Agreement between the Secretariat of the CSTO Parliamentary Assembly and MGIMO was also signed today.
The purpose of the Agreement is to ensure “the parties’ interaction in order to pursue fruitful cooperation in research, legal and humanitarian areas aimed at ensuring integration processes, development and improvement of inter-parliamentary relations of the legislation of the Collective Security Treaty Organization Member States.”
The document was signed by Professor Anatoly Torkunov, Rector of the Moscow State Institute of International Relations (University) of the Russian Ministry of Foreign Affairs, Ambassador Extraordinary and Plenipotentiary, member of the Russian Academy of Sciences, Doctor of Political Science, and Sergei Pospelov, Executive Secretary of the Parliamentary Assembly of the Collective Security Treaty Organization.
