Experts Reviewed the Draft CSTO PA Legislative Program until 2030
On October 6, a meeting of the CSTO PA Council’s Expert Advisory Board was held at the headquarters of the CSTO Parliamentary Assembly in St. Petersburg.
The meeting participants discussed the implementation of the Assembly's Action Plan for the Approximation and Harmonization of National Legislation of CSTO Member States for 2021-2025 and the draft Action Plan for the next five years.
Anatoly Vyborny, Chairman of the CSTO PA Council’s Expert Advisory Board, deputy Chairman of the Russian State Duma Committee on Security and Corruption Control, shared that 161 measures have been proposed for the draft Action Plan at the final stage.
"The development of the draft Action Plan is an important stage in the targeted planning of the CSTO PA's work for the medium term. It includes establishing a scientifically based system of legal means to ensure national and international security for all CSTO Member States and is one of the priority tasks," Anatoly Vyborny pointed out.
The draft Action Plan is based on the recommendations of a thematic discussion held by members of the CSTO PA Council’s Expert Advisory Board as part of the St. Petersburg International Legal Forum 2024, as well as the recommendations of the expanded meeting of the Information and Psychological Security Section of the EAEU Expert Advisory Board of the State Duma's Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots, held as part of the 8th Scientific and Practical Conference "Forum of the Analysts of Russia."
The draft Action Plan also includes proposals submitted to the Secretariat of the CSTO Parliamentary Assembly by the National Assembly of the Republic of Belarus, the Parliament of the Republic of Kazakhstan, the Jogorku Kenesh of the Kyrgyz Republic, the Federal Assembly of the Russian Federation, the statutory bodies of the CSTO, competent bodies, partner scientific and educational institutions and civil society institutions of the Organization's Member States.
Among the proposed acts are Recommendations on improving the criminal legislation of CSTO Member States on countering the use of information and communication technologies for criminal purposes, the CSTO model law "On the Fundamentals of Intelligence Operations", Recommendations on harmonizing the national legislation of the CSTO Member States regulating the training and deployment of national peacekeeping contingents assigned to the CSTO Collective Peacekeeping Forces, and others.
The members of the Expert Advisory Board also discussed the Assembly's action plan for 2026 and the event schedule for the 20th anniversary of the foundation of the CSTO Parliamentary Assembly.
The next meeting of the Expert Advisory Board is scheduled for March-April 2026.
