Legal Centre for Information and Analysis of the CSTO Parliamentary Assembly improves the CSTO’s collective security system
Legal Centre for Information and Analysis of the CSTO Parliamentary Assembly is a subsidiary body of the CSTO PA Council and a working body of the Expert Advisory Board under the CSTO PA Council established by the CSTO PA Council decision of November 24, 2008.
The LCIA drafts proposals and recommendations in the area of information, analytical and regulatory support of the development of the CSTO collective security system, as well as promotes harmonization of national legislation on defence, military development and security.
The Centre provides analytical, consultative, information and organizational support to the CSTO Parliamentary Assembly, including support in the preparation of draft regulations governing the activities of the Assembly, model legislation, recommendations and other CSTO legal acts.
The Centre’s tasks include organizing interaction with the secretariats of the CSTO and the IPA CIS Council, the offices of the parliaments of the CSTO Member States, CIS bodies, CSTO PA official partners and representatives of the expert community on issues of mutual interests; assisting in the formation of the CSTO regulatory framework aimed at supporting the purposeful transformation of the Organization into a multifunctional security structure; promoting harmonization of the Organization Member States’ national legislation in accordance with international treaties, including the norms of treaties concluded within the CSTO, legal standards and recommendatory norms adopted by the CSTO PA (model legislative acts, recommendations and other legal acts adopted by the CSTO PA); participating in determining promising areas and priorities in the development or revision of model legislative acts, recommendations and other legal acts introduced for the adoption by the CSTO PA; participating in the discussion of draft model legislative acts, recommendations and other legal acts submitted for the adoption by the CSTO PA.
The main results of the Centre’s work are: participation in the drafting and implementation of the approved CSTO PA action plans on approximation and harmonization of national legislation of the CSTO Member States; participation in the development of draft legal acts regulating CSTO PA work; participation in the research for the development of most model legal acts and recommendations in the area of countering terrorism, extremism, organized cross-border crime and other issues concerning the operation of the CSTO PA collective security system.
Legal Centre for Information and Analysis of the CSTO Parliamentary Assembly is headed by Vladimir Bondurovsky, deputy head of the CSTO PA Secretariat and head of the Expert Analytical Department.
