International observers from the Parliamentary Assembly of the Collective Security Treaty Organization have agreed on the Final Report on the outcome of monitoring the preparation and conduct of the referendum (popular vote) on the draft Law of the Kyrgyz Republic On the Constitution of the Kyrgyz Republic, held on April 11, 2021
“International observers,” the document says, “were guided by the Convention on Standards of Democratic Election, Voting Rights and Freedoms in the Member States of the Commonwealth of Independent States (October 7, 2002, Chisinau), other universal and regional instruments regulating the monitoring of electoral rights and international monitoring of elections and referendums, as well as by national laws.
The international observer group took into account the monitoring results carried out by IPA CIS IIMDD, including the analysis of the electoral legislation of the Kyrgyz Republic with regard to its compliance with the principles of the CIS Convention on Standards of Democratic Election and other international obligations of the Kyrgyz Republic regarding electoral law and electoral observation.
As noted by the CSTO PA observers, preparation and conduct of the referendum was carried out in a safe and enabling environment promoting free expression of will by the referendum participants.
While noting the high professional level of preparation for the referendum, the international observers found minor shortcomings in the functioning of the equipment and the work of the polling stations, which did not affect the voting process and the expression of will of the citizens.
The Report notes that “preparation and conduct of the election were carried out in accordance with the procedure stipulated by the electoral legislation of the Kyrgyz Republic and the norms of international electoral law.”
