Today, on September 27, the media reported that the Kassym-Jomart Tokayev, President of Kazakhstan, signed the Law on Ratification of the Protocol on Amendments to the Agreement on Peacekeeping Activities of the Collective Security Treaty Organization of October 6, 2007.
The protocol was signed on September 16, 2021 in Dushanbe at a meeting of the Collective Security Council.
Earlier, Sultan Kamaletdinov, deputy Defence Minister of the Republic of Kazakhstan, reported that the protocol introduces the concept of a “coordinating state.” Under the auspices of such a state, CSTO collective peacekeeping force is established for use in the UN peacekeeping operation.
“A coordinating state is one of the states appointed by the Collective Security Council to address issues of organization and comprehensive support for the application of collective peacekeeping force in a UN peacekeeping operation,” Mr Kamaletdinov said.
Participation of states in UN peacekeeping operations is voluntary.
As you may recall, in 2021 the CSTO Parliamentary Assembly adopted a Model Law on Peacekeeping Activities and Peacekeeping Force, which proposed the development of coordinated approaches to the formation, training and functioning of collective peacekeeping force. The model law harmonized such concepts as "CSTO peacekeeping activities", "peacekeeping operation", "mandate to conduct a peacekeeping operation" and "peacekeeping contingent" of a state.
