Coordination Council of Chairpersons of Committees on Defence and Security of the Parliaments of the CSTO Member States consolidates the security policy
Coordination Council of Chairpersons of Committees (Commissions) on Defence and Security of the Parliaments of the CSTO Member States under the Council of the CSTO Parliamentary Assembly operates in accordance with the Regulations on the Coordination Council adopted at the meeting of the CSTO PA Council on May 17, 2012. Later, in 2017 and 2018, the Regulations were amended, clarifying the functions and rules of procedure of the Coordination Council.
As follows from the Regulations, the Council consists of the chairpersons of the defence and security committees (commissions) of the parliaments (chambers of parliaments) of the CSTO Member States.
The parliaments (chambers of parliaments) of the Organization’s Member States send the chairpersons of their defence and security committees (commissions) to the Council, creating an official state representative office at the Council.
Representative offices of the CSTO Member States have equal rights at the Council, each of them having one vote.
If a chairperson of a committee (commission) is unable to participate in the work of the Council, the deputy chairperson takes their place.
The Council is headed by a chairman elected by the Council members from among themselves on a rotating basis in the Russian alphabetical order of the name of the CSTO Member State for a period of three years and approved at a meeting of the Council of the Parliamentary Assembly.
The Council’s chairperson participates in the meetings of the CSTO PA Council with the right of deliberative vote.
The Council’s main task is parliamentary assistance in coordination of the defence and security policies of the CSTO Member States.
The Council also develops a consolidated position regarding defence and security issues within the CSTO sphere of interests; considers issues related to peacekeeping, information security, combating international terrorism and extremism, illegal trafficking of drugs, psychotropic substances and arms, organized transnational crime, illegal migration and other challenges and threats to security; proposes improvements of the mechanism of foreign policy coordination between the CSTO States regarding topical regional and international issues.
It also participates in the development of inter-state collective security programmes.
