International observers from the CSTO PA adopted the Final Report
Members of the group of international observers from the CSTO Parliamentary Assembly have completed their observation of the voting process at the early election of the President of the Republic of Kazakhstan.
Based on the results of observation, CSTO PA international observers state that the early election of the President of the Republic of Kazakhstan took place, it was competitive, and its preparation and conduct was in line with the electoral legislation of the state and the international electoral standards.
On November 18, 2022 the members of the group met with the leadership of the Central Election Commission of the Republic of Kazakhstan and the Ministry of Defence of the Republic of Kazakhstan, as well as with the leadership of the campaign office of the People’s Democratic Patriotic Party Auyl.
On November 19, 2022 the team met with the leadership of the Majilis of the Parliament of the Republic of Kazakhstan, the Senate of the Parliament of the Republic of Kazakhstan, and the Federation of Trade Unions of the Republic of Kazakhstan. Members of the CSTO PA international observer group have met in the republican public campaign office of the Amanat party, the campaign office of the People’s Party of Kazakhstan, the Ak Zhol party.
In the course of these meetings the issues of both preparation and holding elections within the state and abroad were discussed.
On November 20, 2022 group members visited 20 polling stations in Astana and in Akmola oblast’ and one in Bishkek (the Kyrgyz Republic). Members of the group were present at various stages of the voting, from the opening of polling stations to vote counting by precinct election commissions.
Polling stations for voting opened in due time, were provided with the necessary documents, equipment, and information materials. Members of the group did not record any complaints about the quality of preparation of lists of citizens eligible to vote, the procedure of issuing ballot papers, as well as the voting procedure. The CEC, territorial and precinct election commissions created all necessary conditions for effective work of international observers.
The participants noted a high level of public order during the preparation and holding of elections, which contributed to the creation of favourable conditions for free formation of voters' opinion and attitude to the candidates, will and expression of their will. In particular, all the polling stations visited by the group of international observers from the CSTO PA were equipped with the voting booths for people with limited mobility, some polling stations were equipped with computers for the use of headphones by hearing-impaired citizens, and all necessary documents were provided in Braille.
The results of the observation are reflected in the Report of the international observer group.
