Today, as part of the short-term monitoring of the campaign for presidential election and Referendum of the Kyrgyz Republic, observers from the Parliamentary Assembly of the Collective Security Treaty Organization met with Nurjan Shaildabekova, Chairwoman of the Central Commission on Elections and Referenda of the Kyrgyz Republic, who detailed the specificities of the Kyrgyz electoral model.
According to the official website of the Kyrgyz CCER, the Chairwoman said, in particular, that “this electoral model is applied in a unified manner at elections of all levels in the Kyrgyz Republic and at referenda. It was introduced as part of a reform; all elections and referenda since 2015 have been held according to this electoral model.”
According to the CCER Chairwoman, the Commission has experience of combining elections with a referendum.
As for the specificities, according to the Chairwoman, it is a two-part election model combining registration of voters through biometric identification and vote counting using automatic scanners.
“I have to say that in general, biometrics involves a number actions that allow for biometric identification of voters on election day. In 2014, after the start of active collection of citizens’ biometric data and the formation of the Unified State Population Register, the reform of electronic registration was accelerated and carried out in the shortest time possible. This allowed us to use biometric citizen registration in elections as early as 2015,” said Ms Shaildabekova.
Overall, the CCER head stressed that the reforms have not yet been completed and may continue.
