Creation of an international legal framework to combat terrorism and extremism requires joint lawmaking
At the international conference Global Challenges and Threats in the Context of the COVID-19 Pandemic – Terrorism and Violent Extremism, Sergei Pospelov, CSTO PA Executive Secretary, recalled that “the current military and political situation confirms that fighting terrorism and violent extremism is most successful when working together.”
“Joining efforts, including on issues of biosecurity, is welcomed by country leaders within the framework of the SCO, EAEC, CIS, EU, OSCE and other effective regional organizations under the UN umbrella,” the Executive Secretary noted.
Mr Pospelov reminded that the Assembly adopts model legal acts and sends them to the CSTO States’ parliaments to develop and improve the national legislative systems.
The CSTO PA Executive Secretary is convinced that this approach ensures a consistent approximation and harmonization of the CSTO States’ legislation in international, military-political and other spheres.
Given the CSTO defence context, the Assembly focuses its main efforts on legal support of the protection of collective independence, territorial integrity and sovereignty of the CSTO States.
Therefore, the CSTO PA Executive Secretary recalled that along with military security, the most important area of model lawmaking is the creation of an international legal anti-terrorist framework to combat terrorism, including in the information sphere, as well as the creation of a single list of terrorist organizations.
Sergei Pospelov emphasized that, ever since its establishment in 2006, the CSTO PA has adopted 69 model legal documents in the area of national security, including those on a wide range of tasks of countering terrorism and extremism.
Drafts of the CSTO model laws On Combating Terrorism at Fuel and Energy Complex Facilities and Recommendations on Improving the National Legislation of the CSTO Member States on Closing Channels of International Terrorism are nearing completion.
