CSTO PA Executive Secretary held a working meeting with OSCE PA Secretary General
Sergei Pospelov, Executive Secretary of the Parliamentary Assembly of the Collective Security Treaty Organization, held working meeting over the phone with Roberto Montella, Secretary General of the Parliamentary Assembly of the Organization for Security and Cooperation in Europe.
The meeting touched upon the interaction between the organizations, the forthcoming session of the OSCE Parliamentary Assembly, as well as the forthcoming Coordination Meeting of the Heads of Delegations of the Parliaments of the CSTO Member States to the OSCE Parliamentary Assembly.
As you may recall, parliamentary delegations of the Collective Security Treaty Organization Member States regularly hold such meetings within the framework of the OSCE PA sessions, and on October 30, 2020, the CSTO Parliamentary Assembly adopted model recommendations setting out coordination goals for parliamentary delegations of the CSTO Member States in international parliamentary organizations:
– to share opinions and information among the heads (representatives) of the Member States’ parliamentary delegations on issues on the agenda of an international organization’s session (meeting) that are of mutual interest to the Member States;
– to learn in advance the positions of the parliamentary delegations of Member States concerning the agenda items that are of interest to them and to agree in advance on the positions of the parliamentary delegations of Member States on the said items;
– to support Member States in resisting external pressure in case of a formal request by a Member State;
– to coordinate the positions of the parliamentary delegations of Member States concerning issues under discussion and relevant draft outcome documents;
– to exchange views or information about planned or attempted (taken) action by one or more Member States;
– to prepare and submit to the Council of the CSTO Parliamentary Assembly information on joint measures and proposals for further coordination of parliamentary delegations of Member States in international parliamentary organizations.
In his address to all 323 OSCE PA members at the end of 2020, Roberto Montella expressed his gratitude for the trust and support placed in him (he was re-elected for a second five-year term) and shared his assessment of the current situation in the OSCE Parliamentary Assembly and the changes that have taken place over the past five years since his first mandate as Secretary General began.
“Multilateralism must be reinforced,” stressed the Secretary General, urging parliamentarians to make their contribution to this end. “With our humble work, we stand here to facilitate this and support you," said Roberto Montella. He also noted that the Assembly is well-equipped to develop a strategic vision and long-term approaches.
With his experience in conflict prevention and resolution, as well as institution-building, particularly through the OSCE missions in south-eastern Europe, Roberto Montella has long stressed the importance of the Organization’s field activities and advocated stronger ties between the OSCE PA and other international organizations.
